Text of the Ordinance No. 22 passed by the Fort Collins City Council on March 3, 1998. The ordinance finds that discrimination based on sexual orientation took place in the City of Fort Collins and amends the city code to limit the discrimination and harassment of gay, lesbian, and bisexual people in housing, city employment, and other municipal affairs. The document makes no specific mention of protections for transgender persons. The document was drafted and researched by the Human Relations Commission and specific policy changes were suggested by the Human Rights Ordinance Task Force. The ordinance was approved and published on its first reading on February 17, 1998 and was passed on March 3, 1998. The ordinance was considered controversial and was placed before voters in the City in the 1998 election where it was overturned in the wake of the Matthew Shepard murder.
