The text of a speech from the floor of the U.S. House of Representatives by Congresswoman Betsy Markey (D-Colorado) in support of national hate crimes legislation. Markey represented Fort Collins and other parts of northern and eastern Colorado from 2009-2011. In the speech, Markey shares the stories of Matthew Shepard and Angie Zapata, two victims of anti-LGBTQ hate crimes in Northern Colorado, and urges passage of the federal legislation. The legislation would ultimately pass both the U.S. House and Senate and be signed into law by President Barack Obama as the Matthew Shepard/James Byrd Jr. Hate Crimes Protection Act (October 28, 2009).
